I was on my way home around 8:30.<br /><br />The meeting started with comments from Mary Ann Gramig who I believe was representing R.O.C.K. Who by the way is supposed to be representing the community.<br />The thing that stood out most in her short presentation was that she seems to have “WAY” to much confidence in New Albany’s code enforcement. The short sightedness of this confidence in code enforcement is something “actual residents” of this city would have learned or experienced.<br /><br />The other thing I noticed is the absence of the community. Even though R.O.C.K. is representing them it sure would be nice to see community leaders, pastoral associations, or local church leaders. If you do really represent a group it would be nice to see some of them present and standing behind you in support.<br /><br />Communication from City officials informed council there is no need for new Zoning ordinances for the live adult cabaret ordinance. Once the new ordinance is in effect they need only make changes to existing zoning.<br /><br />Additional appropriations were approved to repair storm damage in the city parks. The monies will come from insurance money the city has already received.<br /><br />The entertaining portion of the meeting was voting and discussion non-bargaining salaries. The second reading was made with CM Caesar the only yeah. It seems the motion was defeated at first reading also, yet the mayor and city controller went ahead and increased those salaries retroactive. $18,000 was added to Dickey, Walsh and Thompson with the added expense coming from storm water funds. After an informative discussion between 2nd and third votes all Cm votes were no!<br /><br />All but Cm Caesar seemed to be beside them selves in reaction to the mayor’s defiance. The mayor and city controller were both conveniently absent. Council legal advisor Robison seemed to be the most offended. Being told by the mayor and his council that they wanted to sit down with him and discuss this issue, to only find out they went a head and made increases just two days after stating an interest to discuss the issue. It was a long and direct stare down of Caesar from Robison as the 3rd reading voting began that the only hold out changed his vote to no. I wish my camera were ready to shoot at a moments notice because that was a classic moment and “great” stare down. Robison in his irritated mood also cited the Tribune for irresponsible journalism. That comment relating to them printing statements he made (maybe) without any contact from the paper for him to confirm or deny what they were about to put into print.<br /><br />All votes were in favor of the ordinance change to repeal existing Chapter 120 of G-09-01 and enacting a new chapter 120. That brings up John Mattingly of the Cabaret in question. He stated they have the best location in New Albany for this type of business. Now how can you argue that fact? He also stated they have been meeting all state requirements and regulations. Mr. Mattingly’s speech was very professional and seemed to give much respect to the council. I was both a little surprised and impressed after reading the types of comments and language used on other blogs.<br />Donnie Scott’s comments were that R.O.C.K. is not representing the community. I think I would have to agree with that until I see something different. He made another comment stating he doesn’t believe the city has any jurisdiction over his business. I am not up on these legal matters but that one is hard to swallow. Another interesting comment was that the police have been called to the business once in 4 mos. He asked council to compare that to other bars in the city. Now that’s a great idea. I am sure someone reading this can find that info somewhere. If police were called to a business 3 times a year for more than false alarms I would have a hard time using the word “only”.<br />So what is the average number of times police respond to bars in New Albany? I am not going with oohs and aahs. I didn’t think much of the movie so I can’t bring myself to vote for it. Not exciting at all. So I don't care just pick one.<br />Academy Pick: On The Line<br />Coop’s Pick :Manon on the Asphalt<br /><br /><br /><br /><strong>Best Animated Short Film</strong><br /><br />The best and most fun category of the year. To bad there has to be four losers here. “Presto” is the front runner for the Academy. But, I look for an upset. “Presto” was my least favorite. “La Maison” was hand drawn, dramatic and almost riveting in some moments. “Lavatory”, also hand drawn and not much more than stick people was the one that drew the most belly laughs for me and a cute ending. “Oktapodi” has the cute factor working for it. “This Way Up” I thought was the best done and makes you compare it to so many other things you’ve seen before. At one point I was thinking Laurel & Hardy meets Tim Burton. Lots of fun here.<br />Academy Pick: La Maison en Petits Cubes<br />Coop’s Pick : La Maison en Petits Cubes (but my heart is with Lavatory Lovestory)<br /><br /><br /><br /><strong>Motion Picture of the Year</strong><br /><br />Benjamin Button was my least favorite. A tough decision between the remaining four. Kate Winslet had her cloths off more than she had them on in the first half of the movie. Actually where it is leading is to an eventual dead end. It is time for the people of New Albany and Floyd County to get off their collective “dead ends” and make a difference.<br /><br />Yes I said Floyd County as well. If you think we can attain great things here in this county seat without those that live outside of the city limits, I think you are mistaken.<br /><br />A recent post by a blogger described New Albany as a dying city based on her population decline from the 2000 census to July of ’07. What a “dweeb”. How many homes have been built just outside the city limits in the last nine years? And for that matter if you use Charlestown Rd as an example, how many are just on the north side of County Line Rd. with a Sellersburg address? Multiply that number by what a minimum of 2.5 per home. Ask these people where they live and see if they say Floyd County, Sellersburg or New Albany. I think I know where the missing 570 people have gone and where their hearts remain. We must not forget them and we must find a way to keep them involved in New Albany.<br /><br />In response to Highwayman’s post of 2/16, Looking Back to Move Forward (we need to identify where we’re going in order to get there) is very true. That reminds me of one of the first books I ever read from cover to cover titled "If you dont know where you are going you will probably end up somewhere else" by David Campbell.<br /><br />However I think the first need is to define who “we” are. Will every voice wanting to be heard actually have a “listener”. Will someone be willing to “listen” to anyone? The problem right now is that the surface has not yet even been scratched as far as voices being “heard” not to mention actually having someone “listen”.<br /><br />Attend a council meeting and you may average seeing five people speak to council. To council these people represent five people with five different opinions and concerns. Think these people are being listened to or just heard?Now take the scenario of 10 representatives from ten different neighborhood associations before city council. Each rep can prove that he represents 10 of the cities movers and shakers and the voices of 100 concerned and active citizens. Each of the 10 voices has the same opinion, the same concern and the same solution. Do you think these ten would just be heard or do you think council would actually listen?<br /><br />Those numbers represent 100 of the cities movers and shakers and 1000 actively concerned citizens. I am quite sure the “at large” members are paying attention and sure the council person whose precinct is targeted with the concern and solution is wide awake. So how many votes does it take to get something passed? The concern has just been brought before council and we are almost home already.<br /><br />I know what you’re thinking. How did you get to those numbers and how is it possible to have that kind of organization? Well, you will have to stay tuned because it is nearly midnight. All indications are that Owens will be back. Jerry Jones will be back. Look who else is coming back.....How about Troy Aikman, Emmitt Smith, Dion Sanders and Michael Irvin. Yes, they are coming back to help the Cowboys. Not to play on the team but, to help select from a reality T.V. show, a person to fill (what used to be viewed as prestigious) roster spot on the team.<br /><br />I guess the Boys have been so good the last few seasons they feel they can give a roster spot to a reality t.v. contestant. Maybe they feel things can’t get any worse. Maybe Jerry Jones has always dreamed of being a ringmaster. Now, that would explain a lot!!<br /><br />The show doesn’t have a title yet but, will air this spring on Spike. The winner just doesn’t win a spot on the team he also gets the pay. The rookie minimum is $300,000.00 per season.<br />If training camp gets the best of him, he will have to make do with just training camp salary of a measly $4,000.00 per month.<br /><br />Michael Irvin said this is about far more than money. It’s the chance to line up across from Terrell Owens or catch a pass from Tony Romo.<br /><br />Jerry Jones said, “I don’t see how you can make this a negative for the Cowboys. Here is just a very brief overview of some highlight points.<br /><br />The maximum life of a TIF is 30yrs. The only reason I could see to want to end one before maturity would be if there is no more redevelopement to take place in the TIF area.<br /><br />TIF will free EDIT funds to be used on other projects in the city instead of having to be used within that TIF area.<br /><br />TIF funds do not have to be invested intirely within the TIF borders. Funds can be used like a spider wed to reach out or, reach in if you will, to the TIF area. TIF funds can be used to fund projects that greatly effect or directly influence the TIF area. However there is an approval process to go through for this to happen.<br /><br />There were a few questions about TIF area growth maybe outgrowing the capability of the New Albany police and fire services. Now that may be a matter of some concern but, I say the real reason for the no vote on TIF’s is plain and simple, POWER & CONTROL.<br />Redevelopement has control over TIF spending. When certain council members see the size of funds available from TIFs and see they will not have control over it, that’s just not acceptable.<br /><br />Speaking of the NO vote could someone smart (since you put it in public record Randy Smith) tell me how CM Price who read info to promote TIFs, and what was important for the council to hear on how great TIFs worked for another city, then follow that up with the only NO vote cast? Unlike Mr. Smith I would never claim in a public forum or on public record that I consider myself a smart person. At the same time I would not consider myself dumb or stupid. I remember years ago stating to my mother that I was smart enough to make my own decisions. Shortly there after my girl friend was pregnant and 3 months after that I was married. No sir, you won’t hear me say I am a smart person. Besides the smartest (book smarts, and formally educated) people I know have also been blessed with the common sense of a turnip. Watched this performance with eyes wide open!<br />Look for Daniel Day-Lewis to get the award though.<br /><br />BEST ACTRESS-Ellen Page was an absolute trip in Juno and is my favorite here. Look for the <span class="blsp-spelling-corrected" id="SPELLING_ERROR_3">academy</span> to give Cate <span class="blsp-spelling-error" id="SPELLING_ERROR_4">Blanchette</span> a close look though. Great role and performance but, in a movie no one liked. When was the last time that an actress won best and supporting roles? Hey, it could happen this year!<br /><br />SUPPORTING ACTOR-Javier <span class="blsp-spelling-error" id="SPELLING_ERROR_5">Barden</span> is my hands down selection. I didn't see anyone even close. The <span class="blsp-spelling-corrected" id="SPELLING_ERROR_6">academy</span> however is in love with Hal <span class="blsp-spelling-error" id="SPELLING_ERROR_7">Holbrook</span>. This one could actually anger me slightly!<br /><br />SUPPORTING ACTRESS-Again for me an easy selection here and it is Amy Ryan. And again here it is Cate <span class="blsp-spelling-error" id="SPELLING_ERROR_8">Blanchette</span> who had a great performance in a dud film. The <span class="blsp-spelling-corrected" id="SPELLING_ERROR_9">academy</span> could very well feel sorry enough for Cate's two great roles in bad movies that she gets both nods.<br /><br />ANIMATED FEATURE FILM- Ratatouille, any film that can hold my grandson's attention at a drive in for "almost" the entire film gets my vote. By the way he will be 10 mos. soon and has seen 6 films with me. In case your interested the one he liked the least was <span class="blsp-spelling-error" id="SPELLING_ERROR_10">Cloverfield</span>.<br /><br />ART DIRECTION-I like the Golden Compass in this <span class="blsp-spelling-corrected" id="SPELLING_ERROR_11">category</span>. I think the <span class="blsp-spelling-corrected" id="SPELLING_ERROR_12">academy</span> will go with Sweeney Todd.<br /><br />CINEMATOGRAPHY-“The Assassination of Jesse James by the Coward Robert Ford” is my choice. The <span class="blsp-spelling-corrected" id="SPELLING_ERROR_13">academy</span> I think may go with “No Country for Old Men.” Both are deserving. I did not see The Diving Bell and the Butterfly.<br /><br />BEST COSTUME-In consideration of the other choices which I didn't think really merit the nominations I will go with Sweeney Todd. The <span class="blsp-spelling-corrected" id="SPELLING_ERROR_14">academy</span> has always liked the style in Elizabeth.<br /><br />BEST DIRECTOR-“Michael Clayton” (Warner Bros.) I can't see the <span class="blsp-spelling-corrected" id="SPELLING_ERROR_16">academy</span> shutting out There will be Blood. This <span class="blsp-spelling-corrected" id="SPELLING_ERROR_17">category</span> and editing may be there only shots.<br /><br />DOCUMENTARY FEATURE-OK call me weird here but I like “Taxi to the Dark Side." The <span class="blsp-spelling-corrected" id="SPELLING_ERROR_18">academy</span> I am sure will go with Sicko, which I rate as one of the worst I have seen.<br /><br />DOCUMENTARY SHORT SUBJECT-You got me there! I have not seen any of these. I have however heard good things about "Sari’s Mother.”<br /><br />FILM EDITING- I like “No Country for Old Men” here but, if "There will be Blood" has not scored by now give it to them.<br /><br />FOREIGN FILM-"Counterfeiters" I love the moral issues and the drama they bring forth in this film. It makes me think! However I don't think the <span class="blsp-spelling-corrected" id="SPELLING_ERROR_19">academy</span> can pass up a well done film in which Israel gets <span class="blsp-spelling-error" id="SPELLING_ERROR_20">whoooped</span>. Look for "Beaufort" to get the trophy in this tough <span class="blsp-spelling-corrected" id="SPELLING_ERROR_21">category</span>. The only one that could get my gander up would be "Mongol." This was very well acted if not the best acted in all this years nominations. But, just the thinking that Genghis Khan was an inspiring and visionary leader makes this serious drama almost an accidental laugh. Come on now!! I have heard a lot about rewriting history lately and here is a great example.<br /><br />MAKE-UP-Could yet another bad movie win an award "<span class="blsp-spelling-error" id="SPELLING_ERROR_22">Norbit</span>." No way Pirates takes this one in a <span class="blsp-spelling-corrected" id="SPELLING_ERROR_23">landslide</span>.<br /><br />MUSIC-ORIGINAL SCORE-You got me, this is a sentimental pick because much to the surprise of my daughters I really liked the score in Juno. Since Juno is not <span class="blsp-spelling-corrected" id="SPELLING_ERROR_24">nominated</span> my pick is the best film not nominated for best film, “The Kite Runner.”<br /><br />MUSIC-ORIGINAL SONG-I have to go with how the song actually works within the movie. All members present.<br /><br />Dan Coffey thinks they have a good group that can accomplish good things.<br /><br />Jeff Gahan is elected president with 6 of 9 votes. Gahan allows a vote for vice president, (unlike his predecessor) that finds Coffee picking up 5 of 9 votes.<br /><br />About 16 residents from the Charlestown Rd / Mt Tabor area got their wishes as the McCartin development was shot down. Getting to know the new council members got a shot in the arm as Mr. Caesar folded like a lawn chair on the issue. Just moments after stating “This needs to proceed” he voted no to help defeat it. He did take a substantial pause before casting his vote. Even though he did get it right, I still would admire a man who follows up his words with action. I am sure after he gets a couple of meetings under his belt he will grow a couple of rocks and vote what he thinks. As for Mr. Price, when confronted with tough decisions he will vote and side with the residents involved and concerned with the issue. How much do you want to bet we will be revisiting that comment before the year is over?<br /><br />On the comments from officials, Mr. Price again played a popularity card and addressed the fact that New Albany is ranked #1 in Indiana. The re-new Mayor introduced his staff and appointees, forgetting a few names in the process and allowing the fire chief to introduce his self and comrades. Since the mayor is rooting for Ohio State tonight that will end my criticism. After all I have lost the names of my family members during introductions at times.<br /><br />The Mayor’s address to council was aimed more at the residents in attendance. He is going to listen, learn and cooperate. There was a strong emphasis on “LISTEN” from the mayor tonight. He also stated he would cooperate with council as hard as he can and he “SWEARS”!! Even though that leaves a big loop hole I think we will be revisiting that one also. I will stop there again, after all how can I criticize anything else when the mayor asks the president to end the meeting soon because the national championship game is on tonight?<br /><br />How many additional attorneys on city payroll? How many deputy mayors? How many more employees? Ooops, sorry no more criticism, the mayor did say go Buckeyes!!<br /><br />Some side notes; Mr. Gahan did a good job of noticing the members who wanted to speak and getting them time. The twin 8 person walk-in picnic tables are built and positioned between the pond and fire pit. House has new siding, gutters and downspouts. Next meeting it's here we go again!!<br /><br />A meeting presumed by some to be swift and uneventful turned out to be quit a surprise with all CM present. The Communications – City Officials portion of the meeting cooked up some heated discussion.<br /><br />Cm <span class="blsp-spelling-error" id="SPELLING_ERROR_1">Gahan</span> labored on with his pursuit for financial accountability from the sewer board. “All I am asking here is for someone to give me a legitimate budget that the board has voted to approve. That’s not asking too much is it?” There was not much discussion at this point. After all who wants to sign on to a budget with that balance sheet?<br /><br />CM Price brought to the attention of the council a list of possible road/ally closures by <span class="blsp-spelling-error" id="SPELLING_ERROR_2">CSX</span> for railroad repairs along 15<span class="blsp-spelling-error" id="SPELLING_ERROR_3">th</span> street. After some discussion council seemed to agree that the work was going to be done to benefit <span class="blsp-spelling-error" id="SPELLING_ERROR_4">CSX</span> and not the City of New Albany. I understand <span class="blsp-spelling-error" id="SPELLING_ERROR_5">CSX</span> stands to gain funds from the state if the tracks and crossings are deemed safer. I guess if a large corporation profits in some way it must be bad for someone. On a side bar here, Cm Price definitely made it sound like he was in communication with <span class="blsp-spelling-error" id="SPELLING_ERROR_6">CSX</span> and that they were working with him on this issue. When Cm Price was prodded for a second time as to who he was talking to and who gave him this information, amidst a few chuckles from a council member or two and a few from the peanut gallery, he confessed <span class="blsp-spelling-error" id="SPELLING_ERROR_7">Valla</span> Ann gave them to me. Now you all can hate this woman all you want and say what you wish. As for me I always strive to find a positive within everyone. Regardless of how you see her motives, <span class="blsp-spelling-error" id="SPELLING_ERROR_8">Valla</span> Ann is a “Go-Getter”. May I suggest reading the book by Peter B. <span class="blsp-spelling-error" id="SPELLING_ERROR_9">Kyne</span>? It is one of my favorites.<br /><br />CM Coffey brought to council’s attention his concern that <span class="blsp-spelling-error" id="SPELLING_ERROR_10">EMC</span> is forcing people to sign confidentiality agreements or lose their jobs to prevent dishonorable information from reaching the public. He states again that we should discontinue our relationship with this company. Later in the miscellaneous communications portion, <span class="blsp-spelling-error" id="SPELLING_ERROR_11">EMC</span> states this is an issue with just one particular employee who is leaving the company and the information <span class="blsp-spelling-error" id="SPELLING_ERROR_12">EMC</span> wants kept confidential is related solely to the personal issues between the employee and <span class="blsp-spelling-error" id="SPELLING_ERROR_13">EMC</span>.<br /><br />Back to the Communications-City Officials portion, CM Blevens jumps on the <span class="blsp-spelling-error" id="SPELLING_ERROR_14">Gahan</span> band wagon to revisit the sewer board budget. After repeatedly asking why the sewer board has not signed off on this budget CM <span class="blsp-spelling-error" id="SPELLING_ERROR_15">Kochert</span> finally gave in and said it is because the president of the board (The Mayor) <span class="blsp-spelling-error" id="SPELLING_ERROR_16">hasn</span>’t presented it to us to vote on!! I think I will give 20-1 odds that the Mayor “WILL” be at the next council meeting!! For those of you who read the Kathy <span class="blsp-spelling-error" id="SPELLING_ERROR_17">Copas</span> post from this site that the Tribune published, if you know business people looking to check out New Albany by sitting in on a council meeting, have them skip this next one.<br /><br />Three more properties have been cleaned up at a total cost to the city of just $6,500.00. Of course if we ever collect that money it will go into the general fund where it will be lost forever.<br /><br />CM Coffey pulled an ordinance to appropriate funds to the storm water dept. He <span class="blsp-spelling-error" id="SPELLING_ERROR_18">doesn</span>’t like their budget and is sure that they have spent some of the money not yet appropriated to them. This topic is another reason to follow the suggestion from two paragraphs preceding.<br /><br />Look for some “special” council meetings to be called soon and beware the notice can be as little as 48hrs.<br /><br />I will miss the next meeting. If a candidate is running unopposed and you don’t vote for that candidate, what is the reason? For me, since there is no yes or no vote as with an issue, that would be how I cast a NO vote. I am saying that I am not pleased with this candidate on my ballot and want someone different. Am I the only one here that thinks this way? Please let me know if my thinking is flawed.<br /><br />The reason I must ask is that using the “coop method” of predicting possible outcomes in the general election coming this November, I see a startling figure. But first, let’s take a look at the averages and compare.<br /><br />In this primary race in races with more than one candidate, other than council at-large, the average percentage of voters voting “none of the above” is 5%.<br /><br />Staying within the range that I believe to be acceptable, (under 15%) are two of the uncontested races. Hubbard gets a 6% NO vote and Abersold 8%. Gahan is border line with 20%. Benedetti 23% and Wiseman 27% may find themselves in trouble come November. If 25% of voters in your party are not going to vote for you in an uncontested race in your primary, that should be a concern to you.<br /><br />Now for the startling figure I lead into. Check out the NO votes or “none of the above” from the council at-large ballots.<br />Council at-large;<br />Republicans 25%<br />Democrats 40%<br /><br />Folks that is a startling figure!! You can call under votes anything you want but, if you can turn that 40% into something positive for the Democrat council at large candidates, please show me.<br /><br />I know it’s not a fair comparison to use contested and non contested races in the same context but, humor me. How striking are some of these differences . Well, at least not at election time. In Clarksville type warp speed of 45 minutes and Clarksville like results, 100% passage with unanimous votes, we can be certain election time is near.<br /><br />On a serious and more positive note, I do favor our council over C-vill for the very reason that they do conduct most of their business on the record and in front of their constituents that are able and willing to attend the open meetings. Could you imagine how messed up this city would be if this council was conducting most of its business privately and off public record. A concept for a Steven King movie Perhaps?<br /><br />As far as the meeting; Foam Fabricators Inc had their abatement pulled from agenda.<br />James Jones Popcorn Inc had their abatement pass.<br /><br />Council voted to amend it's own rules and allow for all three readings of the ordinance authorizing a lease and sublease agreement for the equipping of an Economic Development facility. It passed all three readings.<br /><br />They passed first reading of the zoning ordinance for Graceland to build ball fields. However CM Coffey had to make sure all the lights are off and the children will be away from the roads, quiet and tucked into their beds by 10:00 p.m. Does anyone know how that race is going? Could he be running behind??<br /><br />Readings two and three of the sewer engineer/manager passed. There was quite a bit of circular conversation on this one. CM Gahan had some good questions and was concerned with where the pay would be coming from and why there is not a budget to show these facts. CM Coffey is determined to save the city money and get the new engineer/manager to be the City Engineer as well. He can do both jobs if we can pay him a little more money. By the way, does anyone know how that race is going? Could he be running behind??<br /><br />Appropriations passed 2nd and 3rd readings.<br /><br />G-06-21 The fire dept ordinance was removed from the table by CM Blevens before the 3rd reading of the tabled ordinance. The reason? The FD union leadership claims that the union membership supports a merit system!! That merit system will contain rules for hiring practices!! So which hiring system will take precedent, the administrations or the FD merit system? I guess we will see if the administration really just wanted a hiring ordinance or if they wanted control. Again, something is going to have to give.<br /><br />CM Schmidt wants to revisit the notion of councilmen who serve on the sewer board being compensated for that effort. CM Coffey agreed and also wants to see them get full voting rights on the board. Say what?? And from whom?? I am curious; does anyone know how that race is going?
